Memorial University has refused to provide the employment contract for the newly created position of Associate Vice-President of Harlow and Global Partnerships, stating that the contract is between a third-party individual and a third-party entity. Memorial also stated that Harlow Campus is governed by MUN (UK) Ltd, which has its own separate legal entity and Board of Directors and is governed by UK law. Memorial claims that this individual is not a public body employee and that disclosure would be “an unreasonable invasion of their personal privacy.”

Memorial has long considered Harlow as one of its campuses, and President Neil Bose appointed the individual to the newly created associate vice-president position. Several sources have informed mattbarter.ca that the individual is a co-author of Bose’s.

A complaint has been filed with the Office of the Information and Privacy Commissioner regarding Memorial’s refusal to provide access to the requested record.

  1. is the individual paid by MUN payroll? Paid with MUN funds from the Province of NL? Was there a public job positing? This seems like another of Bose’s position he created and then gave to a friend. Is she even qualified for this job? How many of these positions has he done this for? He seems to have done this a lot. At the very least I would think that a conflict of interest process would have been done by Bose and the Board Office/Chair. Did you ATIPP if this went to the Board President or if he was aware? This is corruption at the best.

  2. File a complaint with the Province and also file a complaint with Memorial under their whistleblower policy for not following the conflict of interest policy.
