On December 6, 2024, I received a letter from Memorial University President Neil Bose indicating that the university had decided to accept the Information and Privacy Commissioner’s recommendation to conduct a line-by-line review of the Associate Vice-President of Harlow employment contract as a record in its custody or control and determine what information, if any, should be redacted from the record and provide a new response.
Initially, Memorial had refused to provide the record, claiming that the employment contract was not that of a public body employee, as it was between a third-party individual and a third-party entity, Harlow Campus, which is governed by a separate legal entity under United Kingdom law.
However, the Commissioner disagreed and concluded that Memorial University and MUN (UK) Ltd are inextricably linked.
