
A recently obtained access-to-information request reveals Newfoundland and Labrador Health Services (NLHS)’s virtual-care contracts, including the services agreement with Teladoc, the preparatory services agreement with Teladoc, and the Zoom Telehealth licenses.
In the preparatory services agreement with Teladoc Health, NLHS was expected to pay a one-time fee of $630,000 to Teladoc Health for services in preparation for the launch of the VHS Project, including a dedicated Teladoc Health project management team, recruitment, training and licensing of physicians with the College of Physicians and Surgeons of Newfoundland and Labrador, onboarding and engagement of Teladoc Health project execution team, involvement of global Teladoc Health specialists and subject matter experts, customization of Teladoc Health platforms and processes, engagement with NLHS to refine and implement the VHS Project, change management, communications and marketing support, development of customized training materials for physicians and local clinicians, delivery of a first Lite V4 device to the Dr. Y.K. Jeon Kittiwake Health Centre, demonstration of device, platform and software to local clinicians on site, and other in-person meetings in Newfoundland and Labrador.
For virtual primary health care services, there was a fixed monthly fee of $360,000 from November 1, 2023, to December 31, 2023, and then a monthly fee of $650,000 from January 1, 2024, onwards. The fees include up to 9,500 vPHC Assessments per month, change management support, marketing support, access to the Teladoc Health platform, customized data & analytics, quality assurance review, licensing of physicians with the College of Physicians and Surgeons of Newfoundland and Labrador (“CPSNL”), call centre support, dedicated contacts within the Teladoc Health team and any other reasonable requirements of NLHS in the provision of the vPHC Services.
If the vPHC Assessments in a given month is only 4,750 then the monthly fee is $325,000 but if the number of vPHC Assessments is 10,000 then the monthly fee is $684,210. If the number of vPHC Assessments in a month drops below 4,385, the fee will be a minimum of $300,000.
For virtual emergency medicine services, there was a monthly fee of $540,000 and a one-time fee of $90,000 for Solo Platform configuration and set-up. The fees include 2,920 vER Assessments per month, change management support, marketing support, access to the Solo Platform, customized data & analytics, five (5) Lite 4 devices including support, up to one-hundred (100) individual Licenses for NLHS access to the Solo Platform, quality assurance review, licensing of physicians with College of Physicians and Surgeons of Newfoundland and Labrador (“CPSNL”), call centre support, dedicated contacts within the Teladoc Health team and any other reasonable requirements of NLHS in the provision of the vER Services.
$206,393 was paid in subscription fees for Zoom.
