Memorial University: A protest cannot convey information, a message, or take attention away from an event. 

Associate Chief Justice McGrath: “It would be stifling to free expression and peaceful protests if students were expected to only demonstrate at events where their actions would not detract in any way from the purpose of the event. The whole purpose of a student protest or demonstration is to direct attention to the student cause that is the subject of the protest.”
