A recently obtained access-to-information request reveals that Memorial University spent $75,038 to grant the administration sweeping powers in its new Student Code of Rights and Responsibilities (formerly the Student Code of Conduct). 

The new code includes a mandatory confidentiality section and a provision allowing the university to act as the complainant.

$32,640 was spent on consultant fees to Sheila Devine. She produced a review report of the Student Code, but Memorial redacted the report’s recommended amendments entirely. 

$42,398 was paid to contractual employee Roxanne Rideout-Scott to prepare the new code document for Board of Regents approval. 

Business professor Larry Bauer worked as an advisor, but instead of receiving direct payments, the Faculty of Business Administration offered him course remission. Bauer worked one day per week for seven months.
